ABOUT OSHCON

OSHCON, INC. is a small consulting business specializing in the management of various business issues.  The management of construction contracts, healthcare programs, occupational safety and health (OSH) matters, are some examples.  The expertise and skills of the OSHCON consultant specializes in the identification, evaluation and development of recommendations for resolution for management issues.  The analyses and evaluation of root cause(s) are the skills provided by OSHCON, Inc.  OSHCON’s primary consultant’s more than 40 years of experience in various industries provide a broad range of expertise. Construction, General Industry, Healthcare, Longshore and maritime operations, and Ship Repair are included in OSHCON’s expertise and experience. The experience includes management programs, development, implementation, analysis, training, auditing, program monitoring, expert witness, and managerial program assessments.

CUSTOMIZED SERVICES 

Services will vary with the type of industry, employer, and the needs of the company.  OSHCON, Inc. can meet these needs in many ways giving each client a broad range of flexibility.  The customizing of the management needs is a critical step in the process to identify what services are needed and how they can be provided with the maximum benefit to the client.  The saying that “you don’t know what you don’t know” is very true in today’s business.  Meet with the President of OSHCON, Inc., Walter Chun, for a consultation to discuss a customized service package. OSHA OR HIOSH INSPECTIONS

There are times when the client does not know what they need, but there is a concern that the regulatory agencies can assess fines and create “bad press”.  OSHA has inspected, cited and issued press releases for many employers and all of these events have been painful.  The biggest disappointment is that the client did not know what to do or how to handle the inspection process and answer the questions.  Further the actions to take after citations are issued are not clear and it is discerning to enter an OSHA informal conference and not know what to expect.   OSHCON, Inc. can help to walk you through the process to complete the abatement, prepare for an informal conference, and evaluate the pros and cons to be considered for further actions.

PROGRAM

The development and implementation of the safety and health program must be understood so that the program meets the regulatory requirements and is acceptable for recognition by the regulators.  Developing consistent and reasonable programs for each client takes into consideration the type of industry, the management concerns and culture as well as the effectiveness of the program.  OSHCON, Inc. can assist with the development and implementation of the safety program for you company.

CONSULTATION

You don’t know what you don’t know so it would be helpful if a consultation could identify what is needed to meet OSHA regulations and standards and how to approach the development of the program. For example, do I need a full time safety and health professional, or can we assign the program to a collateral duty person, or can the resources available from the insurance companies, and others be sufficient to meet the needs of the company?  OSHCON, Inc. can consult with your management team to identify various methods for the development of the safety and health program and explore some of these options.

TRAINING

Training for a variety of safety and health management, and safety and health topics can be provided for the client.  OSH training is required by the OSHA standards for various topics, e.g., respiratory protection, fall protection, hazard communication, bloodborne pathogens, etc.  Our approach to OSH training is also customized to the client by exploring the “train the trainer” approach to training so that the training and the repetitive training can be conducted “in-house”.  This is not only an economical way of meeting the training requirements but it involves everyone and helps to build and improve the company’s culture.  OSHCON, Inc. can meet with your management team and explore the various methodologies available for meeting the OSH training requirements.

MANAGEMENT CONSULTATIONS

The occupational safety and health industry has evolved over the years and this industry and profession even has their own language.  Executives and corporate management teams must be able to understand the essentials of the safety and health program, standards, rules, regulations and convert them into a business plan or business focus.  The classic approach to workplace safety is to hire a safety manager, issue a safety and health program, monitor the injury/illness rates, send workers and managers to OSHA training classes, conduct inspections, take disciplinary actions, and wait for an OSHA inspection.  OSHCON, Inc. has a good understanding of workplace safety and health and the management of the program(s) to achieve industry recognized programs.  OSHCON’s Walter Chun, PhD, CSP, CHSP, CHST can address Board of Directors, Corporate Management Teams, and others to assist with an understanding of what is needed and what is effective.

ORGANIZATIONAL SAFETY CULTURE

What is this culture and how can I change it?  The root cause to some of the decisions made by workers, supervisors and middle managers can be attributed to the culture of the organization.  The first step is the identification of this culture and how it affects the workforce, services of the company, and the reputation of the organization is essential.  OSHCON, Inc. can discuss this culture, how to identify the tell-tale signs of this culture, and work with the Senior Management Team to change it.

AUDITS AND ASSESSMENTS

The audit and assessment of the present state of the safety and health program can be helpful.  These audits and assessments are conducted using various methodologies, including the compliance audit; or the assessment compared to the nationally recognized standards, or other type of risk assessments.  OSHCON, Inc. can provide these audits or assessments as needed.  Recommendations for improvement are included in the written reports.

INVESTIGATIONS

Investigations into near miss incidents, injuries or illnesses, or worker complaints may be needed.  Investigations provide a root cause analysis and recommendations for corrective actions.  These investigations can be included with the above mentioned audits or assessments.  Previous investigations have been conducted where the senior management team is trying to understand the weaknesses of their program or the sudden appearance of an unsatisfactory trend.  OSHCON, Inc. can provide these investigations when requested.  Walter Chun, PhD, CSP, CHSP, CHST has over 30 years of experience in conducting these types of investigations, audits and assessments.

HEALTHCARE ASSISTANCE

Assistance with the Joint Commission Standards compliance is available.  Consulting for the Environment of Care based on the Joint Commission Standard for Accreditation standards is part of the cadre of services provided by OSHCON, Inc.

SITE SAFETY AND HEALTH OFFICERS

Some construction contracts require the contractors to provide and on-site safety and health officer, or periodic surveillance by a safety and health professional.  These services are either a full time position where OSHCON, Inc. provides a qualified full time safety professional for the project or a schedule of visits by a qualified safety and health professional to meet the specifications of the contract.  OSHCON, Inc. can provide safety and health professionals on a full time or part time basis as needed by the clients.

ABATEMENT ASSISTANCE

Specific problems with work processes, equipment, facilities or procedures can pose challenges.  Abatement of hazards must be addressed using engineering controls, administrative controls, ventilation systems, or other unique strategies.  Walter Chun, PhD, CSP, CHSP, CHST has an MS in Safety Engineering and has worked on a variety of abatement strategies.  Some examples include: fall protection, handling hazardous chemicals, controlling exposures to toxic or hazardous atmospheres, development of special working procedures to provide administrative controls,  coordinate the conduct of risk assessments in the workplace, and working sessions to investigate and discuss organizational culture changes.  OSHCON, Inc. can assist with the investigation and development of abatement strategies for unique problem areas.
